As per National Disaster Management (NDM) Act of 2010, the Provincial Disaster Management Authority (PDMA) in KP is responsible for management of natural and Human-made disasters.  District Disaster Management Units(DDMUs) at District level is the last tier of PDMA, which are responsible for preparedness, response and coordination during and after the disasters.  While having meetings with respective DDMUs, Line departments and PDMA it was observed that they have limited capacity in terms of non-availability of technical staff and other resources.  At district and provincial level, gaps were identified in monitoring system with missing links of Humanitarian coordination & response through government, Knowledge management, Knowledge sharing with other DMAs/DMAs/FDMA/ARMY etc. for human-made as well as natural disasters.

IDEA conducted series of meetings with PDMA, DDMUs (Bannu, Shangla, Dir Lower, Swat and Chitral)/District Administrations, Humanitarian organizations, OCHA. During meetings with PDMA in Peshawar, the officials felt and emphasized the urgent need for the HCIM project for strengthening the capacity of government line departments, DDMUs/District Administration and PDMA to continue the coordination and information management system, having M&E systems for each department at district and provincial level.

In any emergency coordination is vital. The humanitarian actors require data and information  for the implementation of rescue , relief and early recovery activities. According to the regulation NDMA PDMA and DDMU are responsible for emergency response and coordination with all humanitarian actors. IDEA designed and implemented a comprehensive project to establish a coordination Mechanism with all the stakeholders already existing in District Bannu and replicate it in other five distircts of KP.


To strengthen the current coordination mechanism at the level of P/DDMA, and District Government by establishing a coherent information flow mechanism among all stakeholders at provincial/district/ tehsil/ union council level to assist coordinated and effective emergency response amongst humanitarian actors in District (KP)


IDEA in partnership with DDMU has established and strengthen all networking and coordination at district level as an extended arm of PDMA. In the coordination meeting officials of PDMA, District administration and representatives of district-based INGOs/NGOs participated. The PDMA KP at provincial level has already developed an online DMIS. Under USAID/ OFDA RAPID Fund, IDEA has enhanced and improved the DMIS system at PDMA level. The DMIS is operationalized at each district level by imparting two days training to the DDMU staff.  The training imparted by PEOC team of PDMA from Peshawar. PDMA DMIS’s features are designed to help disaster and Emergency Management practitioners to better mitigate, prepare for respond to and recover from disasters more effectively and efficiently. The introduction DMIS will help to provide an effective information flow to avoid risks of duplication in emergency response. The capacity building od staff of PDMA & DDMU was carried on during the project period by involving the staff of DDMU in monitoring process and also gathering data, entering it into DMIS, Reports writing etc.In addtition to Training, IDEA updated the DMIS data of these districts and handed over all equipment, reports, lists and data to PDMA. The PDMA is also strengthened in terms of laptops, cameras and LED by signing proper MoU with DG/Director HR.

In pursuit to Operationalization and Refinement Monitoring and Evaluation Manual for PDMA KP,After detailed discussions and meetings it was finally decided that the already developed M&E manual and tools are not good enough and time left in current project is less, so only refinement of manual is possible.
