IDEA’s approach to education in Pakistan involves increasing access of marginalized communities, particularly girls, to educational opportunities, while also working to improve quality and governance. The PPA-governance for education project was designed initiative builds upon the completed three-years INSPIRE-I project funded by ROTA and has focused around the same schools funded under that.PPA-governance for education project thus prepare the ground for INSPIRE-II project.

AIM OF INITIATIVE

Enhanced  citizens’  participation  with  a  focus  on  improving transparency and accountability in 30 schools of Swat

IMPLEMENTED ACTIVITIES 

The project was engaged with education officials( and communities) to ensure need based budgeting and more effective and responsive spending on education in Swat district. Following main contents were conducted for the training module.

  • PTC and School Improvement Plan
  • Annual Education Planning
  • Public Financial Management
  • Gender mainstreaming n the policies as cross-cutting themes.

District officials were also trained on preparing annual development plan in three days capacity Building raining. Furthermore. a two days workshop was arranged for District officials to prepare annual education plans and budgets.

For better hygiene practices. Sessions were conducted with children on health hygiene.in addition, for better accountability, Complaint mechanism was placed in 30 schools for evaluation and follow up.

Strengthening of PTCs was the core of the project. The project aimed to strengthen the existing PTCs(of selected 30 schools) participation in school level governance through capacity building and engaging them for education advocacy.As a result of this intervention  30 number of PTC   s capacitated in providing the oversight of transparency and accountability at local and cluster levels with diverse actors of the education governance. Keeping in view gender and mobility issues, PTCs were clustered according to their school locations and training was arranged for PTC s group at most convenient schools. Community score implementation was implemented in GGPS Sherplam, GGPS Niligram, GGPS Kass Khas,GGPS Golden,GGPS Roria and GGPSDedawar.

30 communities Community awareness sessions were conducted in project targeted schools area. In identified areas, community awareness sessions were carried out. The objectives of the sessions were to involve parents in children education. In addition project staff trained project staff and17 teachers from project intervention schools on positive discipline and child rights.The purpose of this training was to build the capacity of participants on child rights, positive interaction between children and teachers and orient teachers for better utilization of children councils in the best interest of the child.

The advocacy targeted different stakeholders; including line departments, CSOs, INGOs, media, catalysts, and elected representatives. Lobbying was done with the respective parliamentarians of the district to promote inclusive planning, budgeting and remove lacunas in timely spending and proper utilization. Furthermore, a research Report and In-depth study were carried out with the district education budgeting process and provides accurate data for better allocation and expenditure of education budgets in district Swat.
